is there a way to set a Limit of accounts (or users) that could be created by the manager for students and teachers? Is there a way to do this inside moodle? or there is some codes I can use?

Managers can't create accounts so this doesn't really make sense. Maybe you can explain in a bit more detail what you want to do (and why).

I will be assigning a user the permission to add users to the moodle. However, we need to limit the user the privilege to add only upto 100 users with student access. How can I do that?
The only function I can see is to limit the enrolled students on a course. What we need is to limit the active user/student on the moodle regardless they are enrolled or not on a course.
Is this possible?
