How long is a piece of string? How far is up? I'm not sure there is a way of calculating such allowances, but I've never had to worry about that before. Building a multi-tenanted Moodle is not that easy you might want to look at IOMAD for that. You might want to contact Open University in London, have a talk to them, they may be willing to offer some advice, their user base is monstrously huge.
Alternatively, you could build a supercomputer using, say, 100-150 Raspberry Pis and connect to a couple of NAS units, Be a real technical challenge, but is doable. You could set it up for less than $(US)30,000 and it would meet your Moodle needs. Need more space, more ram, more CPU power? Add a few more Pis.
