Site Admin not being added

Hi, I'm running an upgraded Moodle 3.8.2 and I can't add more site admins.

Whenever I try it ask me to confirm but then nothing happens.


I have searched and found how to add them using SQL in my database. Tried that but it also shows nothing in my site admins. I really need to add a user to my site admins, what can I do? Is there a problem from upgrading to this version?

I have tried with a fresh install and it works fine. Any ideas of why my upgrade would do this?
