invalidpersistenterror when uploading csv file for comptencies framework

in moodle 3.7 tried:

1. export an existing frame, and just import the oreginal version, shows error.

2.after change the ID numbers that already existing in system to different ones, still show same error.

I have searched for quite a while, but seem answer in this error is very few.

I want to copy some competency items form one branch to another, but find no this function in the competency framework. Anyone knows if that possible to have it to reduce the work of creating a framework?

The functionality to move competencies within the framework does not exist. iMHO it is a huge piece of functionality that is missing,
