I did as you said but i didn't work
I followed up the solution proposed here: https://moodle.org/mod/forum/discuss.php?d=378263
I created the config.php file manually and configured the necessary elements after that when I checked also the php error log and here i find that I should enable the pgsql extension and it works fine
now I have another problem, when it arrives to http://localhost/moodle/user/editadvanced.php?id=2 ( when i click the button "update profile") i got the same page i tried cleaning the moodledata cashe and session but i always get the same prb and when i checked the php error log , it highlights the following warning ( attached below)
