Is there a set of detailed instructions for getting this to work without logging in at reboot and running Start Mooodle exe?

https://download.moodle.org/windows/

Additionally would it be possible to create a self signed certificate for google chrome, installing the generically created one doesn't have enough details to meet chromes requirements for self signed certificates. This is for internal network use only. i think the only thing needed to be added is to add a Subject alternative Name information.

The script for creating certificate and config for it is at in a default installations: (Mostly asking which lines do I need to add/change)

script: Moodle\server\apache\makecert.bat

config \Moodle\server\apache\conf\openssl

The install packages for Windows are really suitable for small-scale (i.e. single-user) trials of Moodle so there's no documentation to do what your suggesting.

For a Moodle site available on non-interactive boot you'll need to set up a Moodle server. If you can use a Linux server you'll find the installation process easier, the documentation more comprehensive, and more support in these forums. If Microsoft Windows is preferred, Moodle works fine on this but it may take a bit more work. IIS is recommended over Apache as the web server on Microsoft Windows.
