I need a _simple_ method for teachers to share question categories. This is what they need:
- There is a course category Top > Dept. > Cat. A in which the person A has the Manager role. He creates courses in under that category and teaches them.
- Similarly there is a category Top > Dept. > Cat. B in which person B is the Manager.
- Person A now creates a question category, say Dept. A, and maintain questions in it.
- Person B must be able to create quizzes in his courses (in Cat. B) out of the questions in Dept. A. The questions must be read-only for him. And of course vice versa.
What I initially thought was to create these question categories in the context of course category Dept. But for that A and B need the Teacher role at the Dept. level which is not good. Not only they can edit each others' courses, their course lists too get flooded. (A and B are not only two, in this case about 12!)
Any better ideas? I have to repeat that the method needs to be _simple_.

The documentation https://docs.moodle.org/en/How_to_let_teachers_share_questions_between_courses says it all. Still here is a short report how we applied it.
Our obstacle was to understand that question categories do not propagate along course category hierarchies. The reason is clear: By default the teachers should not see each others' questions! If one tries to open this restriction by assigning the whole group the Teacher role in the Dept. course category, they all appear as teachers in every course of the Dept.
So the answer was to create the Question sharer role and assign this role to in their Dept. course category to all the teachers of the Dept.. In addition, the teacher who create shareable questions should move them up from their individual courses to the Dept. course category. That was all!
