Problem adding quiz - "You must fill in the feedback boxes without leaving any gaps"

A teacher could not save a quiz.  The message appears: "You must fill in the feedback boxes without leaving any gaps"

We tried it with FF, Chrome and Edge. Always the same message. 

If I changed the editor to TinyMCE it worked. It has something to do with the Atto editor ore a plugin for the Atto editor.

I have seen this too.  It appears that Atto adds paragraph break to the html upon opening or saving so you have to make sure to go into EACH box and hit the backspace button and maybe the delete button a couple of times before clicking on save.
