Ii have a problem that a specific user is not able to delete quiz attempts. As you can see in the attachement the rights for this specific user (he is a manager and teacher) are properly set to do so?
only the administrator is able to delete the quiz attempts but I don't want this user to be a site administrator.
What can be the cause of this?
I am using moodle Moodle 3.4+ (Build: 20171123)
There is a capability mod/quiz:viewreports. That is also needed.

the setting mod/quiz:viewreports is allowed so that's not the issue.
Any other idea?

Sorry, can't think of anything.
I just checked, and things work as expected on https://qa.moodle.net/ (Teacher can see and delete the quiz attempt of a Student).
I suggest that you compare the settings on qa.moodle.net with the settings on your site, until you find the significant difference that is causing your problem.
