Uploading submissions on students' behalf

I'm using Moodle 3.2.  I have a faculty member who had some trouble using their workshop activity the first time around, and ended up collecting student work through an Assignment instead.  They're still hoping to use the workshop to have the students assess each others' work, but they don't want the students to have to re-upload.  Is there a way for teachers to add submissions on students' behalf in the workshop activity?

The only one I can think of is the "login as" feature.

Right.  That was about as close as I'd gotten, and isn't actually a solution to this problem, because we don't give our faculty that capability.  I was hoping for a confirmation that I hadn't missed any obvious solutions when I was wracking my brain - thank you!
