Deactivate Messaging between students during a quiz

Dear Moodlers,

One of our teachers raise the following problem:

"During a quiz on Moodle, students are able to communicate with each others through sending messages on Moodle"

Even though, in the Extra restrictions on attempts, we've chosen "Full screen pop-up with some JavaScript security" in the Browser security, students were still able to "Ctrl+tab" to navigate in the Moodle platform and start sending messages between each other,

We've installed "Safe Exam Broswer" but it didn't solve the problem, 

So what we did, In the "Advanced Features" we disabled the "Enable messaging system", so the result was that users cannot send messages anymore, 

My question is their a possible way, to only deactivate sending messages during a test for only the students who are doing the test?

So it is not possible to deactivate messaging between students, register in course "A" to take quiz "Q", during this quiz "Q" on Moodle right ?

We have exactly the same situation.

We do not want to block messaging for entire site. But based on quiz and questionair we'd like to restrict internal messaging for participants. Full screen window is also not an option as students have to use third party softwares.


If you have any suggestion, trick or workaround, I'd really appreciate it.
