I had used quicknote to copy the content from a txt page loaded in Firefox.
but this format works:

Is this classic user error? Is Moodle too sensitive for importing GIFT questions?

If you are asking what I think you are asking then yes it is sensitive. In particular, you *must* have at least one blank line between questions. That's how it knows
