Has anyone else received this error on stack quizzes.
Can not find data record in database table qtype_stack_options.

That is a fairly generic error message. I means you have half a question in your database somehow. Hard to imagine how that coud have happened. Backup/restore that went wrong?
I am getting the same error. I backed up a Stack quiz that was created under moodle 2.9. Now I have restored it to moodle 3.3 and I can't use any of the questions in the question bank.
Upgrading teh Moodle version is unlikely to have affected this. Did you upgrade STACK? If so, to which version.

We figured out we had backed up before it was configured on the server. So we did a fresh backup and it worked fine.

I'm now getting this error too in a similar scenario to yours. Exported a course from Moodle 2.7 and imported it into a fresh Moodle 3.4. Can you elaborate on how you fixed it? What did you have to configure on which server?
