Moodle not sending account confirmation emails (3.3 & 3.3.1)

Any ideas how i fix this? 

  1. When users sign up to our site via Oauth2 , in some cases their account requires confirmation. 
  2. The user sees a message during the signup process saying they will be emailed once their account is confirmed. 
  3. Once we confirm the accounts via admin->users->accounts , they do not receive an email.
  4. The account is however now active, if they return to the site they can log in and use it.

The site does send out emails for a range of other events, email is correctly configured and working.

This isn't much help, but I am having the same problem.
