I am using Moodle 3.3+ (Build: 20170622) and OAuth2 authenication. I am wondering if it is possible for the system to email the Site Administrators or Teachers when someone registers using OAuth2?

You can set up an event subscription that the admin can subscribe to get notified if a user is created on the site.
You set up a rule at Site administration -> Reports -> Event monitoring rules
Then you would subscribe to it.
