We have a bunch of questions where the responses options and even correct answers are the same (i.e. Strongly agree/Agree/Undecided/Disagree/Strongly Disagree). Is there a way to duplicate these so they don't have to be manually typed out every time? I'm using the newest version of Moodle (3.3).
Yes. In the question bank, there is a 'Duplicate' icon by each question.
Great, thank you. Though that brings up another question, can the Question Bank only be accessed course-by-course basis, or is it possible to share them between courses?

You can share them. Check the documentation on creating a Question Sharer role for those that need to access them and then create category or system question categories.
