Seems many novice admin users forget to check environment before pulling the trigger on doing an upgrade.
So .... to help ... how about adding a little reminder in the Notificaitons ('nag) screen?
On a 3.1.highest Moodle (and many past versions), the 'nag' says:
"There is a newer Moodle version available!
Moodle 3.2.2+ (Build: 20170428) Version 2016120502.11 Stable version Download More info...
It is strongly recommended that you update your site to the latest version to obtain all recent security and bug fixes."

Should also have a reminder to check environment to assure the server does
meet minimal specs for the 'strongly recommended' upgrade.

Can do this with Language pack editing.
Search for 'newer Moodle version' and add
'Before downloading/installing, <a href="./environment.php">check server environment.</a>
Link takes user to the Environment check.
