We have found a strange thing.
In an assignment or quiz (or any activity, it seems) if the closing date is 23:00, or after, on 31 October (this year or next year), the event does not show up in the course calendar.
Before 23:00 it does. On the last day of other months it seems to. (We haven't tried all scenarios.)
We are using Moodle 3.1
Is this a bug?
I could not repeat the problem that you are seeing (Moodle 3.1.2 (Build: 20160912)). I set the due date to 31 Oct, 23:55.

So our version and build is as follows:
Moodle 3.1.1+ (Build: 20160901)
I just checked and I still get the same error.
As it only concerns 31 October apparently, in a couple of weeks this error won't matter anymore!
