Enable manual enrolments

Hi, I am using Moodle version 3.1

I have enabled manual enrollments under Dashbord/Site administration/Plugins/Enrolments/Manual enrolments but still users can't be enrolled. Also Manual Enrolments plugin is enabled under Plugins/Enrolments/Manage enrol plugins. 

Do you have any idea of what is wrong?

Could it be that the role you are using is not able to assign the role you are attempting to assign?
For example - if you are a "Manager" or some other non-admin role that has been prevented from assigning roles to other users?
