Hi, I am Dr Manahel Thabet. I have a query regarding Installation and upgradation. Moodle is not working properly on my computer and display a message error. Can someone suggest me how to use upgrade Moodle ?

Upgrading to a stable version of Moodle is always recommended. Here is the documentation explaining what to do: Upgrading
I wouldn't upgrade before your site is working... we certainly need more information to advise you properly.
