I need to modify existing non-editing teachers role so that when users logs with this role he can create new users and enroll them to existing course. How can I do this?

Do you have many non-editing teachers? If you really think that this is the role that should be creating new users, modify the role to have the "moodle/user:create" permission. I'm not sure if there are any other related permissions would need to be added though. But then on the Define Roles Admin page, you'll need to go over to the other tabs to make sure that the Editing teacher can only assign the role of student and nothing else. You don't want multiple people adding high level roles to your site.
