Your question is about managing the question bank.  Go here to learn more .

There are many ways.   If all the teachers have courses in the same Moodle course category, then they can organize their questions there.  This is going to look like a file system with folders, files and subfolders with files and perhaps more subfolders. 

Thus what ever context  they select (system, category, course), you and/or the teachers, probably should go to question bank in course administration and create some question categories on the course category level.   Make sure the teachers agree to some basics among themselves, like what goes into a specific question category or a sub category, and how a question title is going to read.

Please be aware of the consequences of shared question banks.  They sound like such a great idea but they do not work perfectly.
1.  If a teacher changes a question, it will effect all those quizzes that have used the question and can affect grades of students.
2.  Backups have a hard time with large question banks as all the questions will be backed up and restored in the process.
