upload file missing not showing in file picker for admin

I know this is probably a really easy fix.  but I have been searching and searching and cannot figure out why all of a sudden the upload a file option is now missing from my file picker.  I am signed in as the administrator.  There is no choice to upload a file in the file picker.


any suggestions?

Check

Site Administration > Plugins > Repositories > Manage Repositories

Make sure Upload a file is Enabled and Visible.
