I am attempting to learn about Moodle.

I am using Moodle 2.6

I have installed it successfully on a server I control.

I intended to access it using IP Address/~username/ with credentials for the site.

Moodle spotted my sneaky trick and redirected me to the false web address I used to set up the site.

Can I avoid shooting myself in the foot?

You cannot pass user credentials in the url.  Change the false address to the ip address and you will then be able to finish the install and set up your site.
