I got the following fatal error after a CVS upgrade today:
Fatal error: Failed opening required '/var/www/moodle/lib/weblib.php' (include_path='.:/usr/share/pear') in /var/www/moodle/lib/setup.php on line 63
As a result, I can't get the login page - all I get when trying to access the moodle server is above error. The moodle/lib/weblib.php file doesn't exist on my system - is it supposed to?
Any ideas?

Yes, it needs to be there.
Try getting it again:
cd /var/www/moodle/lib/
cvs update weblib.php
cd /var/www/moodle/lib/
cvs update weblib.php
