I tried to install the cvs   update -dP on my standby experimental serverand got the following error:

Parse error: parse error in /var/www/html/moodle/lib/moodlelib.php on line 3

Fatal error: Call to undefined function: get_records_sql() in /var/www/html/moodle/lib/setup.php on line 35

Have you looked for an oddity on line 3 of moodlelib.php? Sometimes cvs will have trouble merging old/new versions (if you've made modifications to files) and cause errors like that.

I looked  at line 3 and it had a lot of garbled stuff in it, I tried to fix it but resorted to reinstall it.  It works fine now.
