Restoring a course from 1.9 to 2.7

I am trying to restore a single course from 1.9 into a clean install of 2.7

 

Even using the site on the server itself with settings to show detailed errors in IIS, PHP, and Moodle I get a

 

"Page cannot be displayed" message.

 

Is there any way to get a meaningful error message. 

More config details:

OS: Windows Server 2012 R2 Standard

Web Server IIS 8.5

Database: SQL Server 2012 (on a separate box)

PHP Version 5.5.11

I managed to get some more detailed information:
