Hello Moodle Forum,
What permission is required to be able to add blocks to a category page. I've given a user manager access to a category but they do not appear to have the add a block drop down.

Administration > Frontpage Settings > Turn editing on
Navigate to a category.
You can now manage the block within that category.
Not the most elegant method, but it works. So to answer my own question I guess you need teacher role on Front page settings > Users Permissions >Assigned roles
