Mark Ward was kind enough to add me as a maintainer for the Course Contacts block as I have been using it on my university site for the past few years, so I have now released a version that I have working on Moodle3.0 and 3.1
It hasn't had a major rewrite, simply a few tweaks and some edits to pass the local/codechecker testing (Travis to be added shortly).
The Moodle3 version can be found in the plugins database and on my github
