What I'd like to be able to do is see a report of a particular user for all courses they're enrolled in so it's easy to see their grades overall. Is this possible?

If you log in as the student and go to Course Administration>Grades>Overview Report it will show a list of that student's grades in every course. It shows their mark so far in the course, and if you click on the course it will bring you to the individual marks for that course.
I haven't been able to find a list of one student's marks for all of their courses when logged in as an administrator.

You can use a plugin like configurable reports to get this type of report.
