Moodle hanging on upgrade to 2.6 or 2.7

We are currently running 2.4 on a Windows server.

When we try to upgrade to 2.6 (or 2.7) we get to the plugins page and click upgrade database.

The server then works on it for a whil but then stops all CPU usage and hangs. If we log back in we can get to the same page but then nothing happens on the server when we try to upgrade.

We have increased the time out in IIS and also the memory in php.

Anyone have any suggestions? If not we are stuck on 2.4!

I have actually had the same thing happen on linux servers but normally just waiting it out seemed to resolve it.  Had to try it a couple of times but it would go through eventually.  I think I went away and did something else for about 1/2 an hour, came back and refreshed the page and was upgraded.
