Our Administrator has to delete the backup files of users, but the Administrator can't see these files,
How can we make the Administrator see these backup files?

There's no such thing as "the backup files of users"
Are you talking about the automated backups of your Moodle site, or the Backups created by Teachers of their Courses ?
Site Administrators can see the location of the Backups (Moodle 2.x) by looking in the Settings Block at Site administration > Courses > Backups > Automated backup setup.
The "Save to" option specifies where the Backups are saved.Exactly where this is will depend on your Moodle server, and whether you are hosting internally or externally. But this option does tell you the location.

This image shows the Teacher's Restore page, you can see the backup files of the course "CursoApoyo"
And this image shows the backup files of the same course "CursoApoyo" but through the Administrator user.
The administrator can't see the file "respaldo-moodle2-course-3-cursoapoyo-20130412-1448-nu.mbz"
The Administrator must delete the files that are saved over a year, so we need that can see.
