Good Afternoon,
In my new Moodle (2.4.1+) it would appear that I am only able to assign the Manager or Course Creator role at Site or Category level whereas before in my current 1.9 Moodle I am able to assing any of the available roles at these levels. Please can somebody advise what I am doing wrong?

When defining roles:
Home► Site administration► Users► Permissions► Define roles
you can choose "Context types where this role may be assigned" near the top of the page. I think the default for several roles is to be only available in system or category levels but you can change that here.
