Can a Mobile App upload a Student's Assignment using the External Function "core_files_upload"?
As far as I know, this is not posible yet. Files are uploaded to users private area
Would you consider an assignment only a word file?
is it possible to submit it as a video, audio or picture format?
with iOS6 and android is possible to upload pictures, audio and video recordings.

With iActive, you can browse any assignment formats and upload whatever files you have on your iOS devices.

Yes, it's a two step process. Student uploads file to Private Files. Then the student goes to the Assignment and in add a file, picks Private Files and chooses the uploaded file.
