I've created some custom roles and now all of a sudden my trainers do not have the ability to enroll students. I have assigned them permissions on every level (system, user, category, course, activity, etc....). and granted them permissions in every line that mentions enroll. What am I missing.

What version of Moodle are you using (see in Settings > Site administration > Notifications), also what do you mean by "I have assigned them permissions on every level (system, user, category, course, activity, etc....)"?
