If you want this to be an automatic process, it can be achieved using Microsoft AD as your authentication method.
Moodle allows for specifying "Student" and "Teacher" OU's.
Non-editing teachers will have to be done manually.
There are alternate strategies you can use to make administration simpler, although some may have more overheads than others.
