"greater than" and "less than" characters not displaying

I'm using version 1.9 (1.9.4) I think.  Everything is find except the characters "<" and ">" do not display some of the time throughout the Moodle site. 

The "<" and ">" characters will display in HTML blocks, in body of web pages or text pages but will not display in the title of the text or web page.  When I go back and update the resource it is as if I hadn't typed the characters. 

In chat rooms and forums they won't display.  In Hot Potato quizzes < and > display as #x003C and#x003E.

I believe the libxml has been updated and all other characters are fine.

Any help is appriciated.

Moodle thinks that they are tags and strips them out. You probably need to type in the entities...

&lt; and &gt;

...I'm not sure that this is a comprehensive answer. I get confused by this kind of thing myself to be honest but entering the entities certainly works.

In the Hot Potato quiz they are the html to insert an image but a the image doesn't display because of the conversion.

If you place a space within the tag, it will not be seen/interpreted as a tag.
< table> contains a space between the "<" and the "T".  

I thought this would spark confusion with the students thinking that a space should be there but it did not.  I guess the space is too small to be seen. I have also explained why the space is there.

I am sure there are other ways to do this but for me it is the easiest.
