Open the chat activity as teacher / admin, do not enter the chat, choose "Update this chat" in the upper right corner. You will be presented with the options page you filled out, when you first created the chat. There ist one option there named: Everyone can view past sessions
Set this to "yes" and everyone should be able to view past sessions.
