WYSIWYG Toolbar Problem

My essay test has 10 essay question and they have to pick 5. The WYSIWYG toolbar only shows up on the first question and the students cannot use numbered lists, indents, etc... without knowing the keyboard shortcuts. Is there any way to add WYSIWYG toolbar for each question/answer?
