Roles and permissions

Hi,

I'd like to solve this situation:

I have create a rol "Inspector", and it can't access to forums (and cannot set qualifications..)

and I have a user with two roles on the same course: Teacher and Inspector
i'd like him to access forums since he is a teacher

How is handled this situation? as a union od permissions? as an intersection? :-?
