If you change it in the English language pack, which is usually in lang/en_utf8 (unless your main language is not English, in which case it might be under your data folder), file moodle.php, that will change it across the site except for the backup function. If you want to change it there to, there are two files:
backup/backup.php
backup/backup_scheduled.php

Further to Richard's advice, edit them by going to "Administration ► Language ► Language editing" and click "Edit strings" then use the dropdown to select the files you need to make changes in.
This will give you a local language file that will maintain any changes when you upgrade. For further info have a read through the relevant section of the docs.
