Thanks for the heads up with the duplicated section name, but unfortunatly that is a Moodle BUG which is a pain in the old themes.
I'll see what I can do and post a link here.
This is just note to say that I have updated and added two new zip files of the Anomaly theme for Moodle 3.0 and Moodle 3,1 respectively.
These can be found at the top of this page.

I have finally pinned it down to this CSS:
.path-mod-assign [data-region="grading-navigation-panel"] {
border-bottom: 1px solid #ddd;

Originally in the CSS I found that the above CSS had "position: absolute;" which appeared to screw up the page for this theme. If you go to your Anomaly settings page the one where you can add some Custom CSS, you can add the CSS as it is written above it should work after you save the page and then Purge all caches.

I followed your instructions and can now see a littel bit more of the gradings page but not much. We have all our courses in Anomaly that we like very much because of the large central area; it would be great if we could keep Anomaly.

I fix the grading page problem with above CSS.
It can adapt with browser screen size, and works great.
Just add above CSS to Custom CSS and apply it, it will work.
