Moodle question import format to import questions saved as an XML file from the Fronter LMS into Moodle

This is the first version of a Moodle plugin to import question made in the Fronter LMS and exported as an XML file.

You must visit Site administration and install it like any other Moodle plugin.

It will then add a new choice when you import questions in the question bank.

Some PHPdoc issues in question/format/fronter/format.php, but they don't appear to be deal breakers.

I tested the import using the provided test files in tests/fixtures (thanks for that!) and it works as expected.

This should be ready to be released.

Jean-Michel, thanks for sharing the plugin with the community. Can you please address the raised Plugin check results yet. Thanks Rex for reviewing this format, I am going to approve it now.
