my_files folder should be placed in moodle/blocks/
the folder_with_file image should be placed in theme/yourtheme/pix/f/
Once files are installed, load Moodle in browser as admin, click on Notifications to install the capabilities.
Then you can add a My Files section to your course, by turning editing on and adding a new block "My Files".
