This plugin displays a simple message to users who have visited.
Users can log in, the message changes depending on the time from the last login.
You can change the message language packs.
Improvement plan accepted at any time.

A different message is displayed in the following timing.
1. When you had access before login
2. When you log in for the first time
3. When a day has passed since last login
4. When a week has passed since last login
5. When more than one month has elapsed from the last login
Messages are defined in the language pack.

That's very interesting block. Are you going to update to Moodle 2.9 compatibility?
I am being sure to work on moodle2.9. Could you wait a little more.
If you use a 2.6 then you must to use version 2013043000. Latest version dont use on moodle2.6.
I'm using moodle 3.5.2 and this plugin does not work correctly, for example, when clicking on the link a screen appears in black.
