This plugin is a block allowing access an area to the teachers' cooperation for manager interactive activities of iAssign.

Basically this block allow open an area to the teachers' cooperation for create, modify, and remove activities which can be used to insert activities in iLM.
These activities can be used in the context of the course that were created, ie, each repository is unique for each course.
This block is part of package iAssign (Interactive Assignment), you will need install all components of iAssign SET for perfect use of iAssign.

In order to review this plugin, the version(s) of Moodle for which it is intended eeds to be specified. You can find this by navigatng to the plugin, going to the Download versions tab, and clicking on the Edit details link for the most recent version. Under the Supported and/or required software section, select the Moodle versions for which that particular version of the plugin is designed to work with and then Save changes.

Note there are better ways to handle the behaviour of your block other than checking $PAGE->pagelayout. You probable want to allow the block to appear at certain page types only. Please check the applicable_formats() method.
