  can anyone describe a little bit of this plugin? Is the exported quiz can be used offline or just simply editable by a text editor?

  It allows you to download the quiz in different formats available.
  It could be text, word, xml or any other available format.

  This seems to create a block which can be added to the quiz editing page. That in turn seems to be just a short cut to the standard Moodle question bank export system?

  Ah, sorry if the description wasn't clear enough!
  No it isn't just a shortcut to export a question bank.
  Moodle currently only allows us to export a question bank but not a quiz as a whole.
  This plugin creates a block which let's u download the quiz instead of the question bank!

  I got the same error and messages as @Dinis Medeiros.
  It was installed on an old moodle site (ver. 3.0.5) in order to export quiz contents from some courses to a new moodle site.

  This plug-in is what I am looking for.
  Unfortunately, it show error when I choose to export the quiz, the error links to another Moodle page, said the reason is that there is non question was chosen. Or, maybe I don't know how to use this plug-in in the correct way because there is no instruction! Hope the author can take a look on this issue!

  For anyone who might concern about this, after download and install the plug-in, I have to create "a block" in my course which is export quiz, then use the block function to export question from a quiz in my course. I have to look down at the bottom left to find that function (create a new block).
  I did export successfully but not with the quiz in which questions are chosen randomly. So I hope more suggestion from the author.
