After you get that error, does Moodle at least try to restore the backup file into Moodle 3.11? I'm under the impression you can do this, even though you get that message - it should be without users though.

You can award site badges based on your chosen set of courses being completed (with or without the course completion badge being awarded) Does this help?

When you say you need him to be logged into MoodleCloud, you mean you need him to be logged into your website, which happens to be hosted by MoodleCloud yes? So have you actually seen him go to your website and click the log in page and type in lbrewster plus whatever password you gave him, as in the screenshot of my MoodleCloud site?
