Can you explain where you had to "unlock Completion override "? And did you see a time specified in the Lesson Completion tracking settings?

Hello there! First of all, the only time requirement I know that is standard in Moodle (which makes me wonder if you have some kind of non-standard plugin) is the time requirement in the Lesson activity Are you using the Lesson activity? (Sometimes when people say 'lesson' they are just using the term loosely, rather than the actual Moodle term. Click into the Lesson activity settings and scroll down to Activity completion and see if there is a 'Require time spent" setting.
(And by the way, Moodle hasn't changed anything in regard to time spent in a course, so we need to help you look elsewhere.)
I'm just posting to remind people that, rather than disabling activity completion completely, you can remove many of the "Mark as done" buttons and all of the requirements on the main course page from the Settings >Completion tracking> Show activity completion conditions >No. This then removes (most of ) them from the main course page while keeping them visible within the activities. However, I fully accept that, as Rick says, URLs, uploaded files, still have the Mark as done button on the main course page (for reasons of how they may be displayed).

If you mean this Mary by the way, I'm not a developer either so wasn't involved in the development of this, but I did find a similar tracker issue here MDL-69571 and it might be worth commenting on there. I found the same as you when I tried using points with a maximum in forum grading. (You could make a custom scale with a maximum of 5, but that is a workaround not a solution)

Do I understand correctly that you have a Moodle site already and you want people to be able to create an account on the site and then have their own course? If so then I suggest you read the documentation pages Email-based self-registration and also the Course request feature from Assing a new course
