Hillel - it's not initially particularly intuitive but you can do this with an individiual wiki. See Wiki. Tell the student to start the page. Then you as teacher can access everyone's wiki and edit it but the students can only see their own wiki.

In the course where you want them to have the non-editing teacher role, find the Participants link and from there click the Enrol user button and then select the user and give them the role of non-editing teacher. The exact path depends on which version of Moodle you are using.

Have you looked in Site administration > Advanced features to see if Enable outcomes is ticked/checked or not, as in the documentation? It is turned off by default.
